Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Election Guidance, States Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democratic processes just eight days before the country’s general election.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants tested by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog noted in a report published ahead of the late October vote.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these parties, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the showing of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.

All major parties have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
