The Former President's Progressive Alarm Misses Europe's Real Danger: Technological Decline.

The recent US security policy document offers a flawed view of Europe. It claims that unrestrained immigration and what it terms "progressive" agendas pose an existential risk to the continent's identity. However, this perspective is based on a fundamental misinterpretation of the reality. The true danger confronting the EU is not cultural but economic and technological backwardness.

A Glaring Growth Gap Separating the US and Europe

Statistics paint a stark contrast. Between 2008 and 2023, American economic output grew by 87%, compared to a mere 13.5% growth for the EU. During this time, EU GDP per capita dropped from over three-quarters to just 50% of the American figure. Remarkably, even the poorest US state now has a greater average income than several leading European economies like France and Italy.

Currently, roughly half of the global top fifty tech companies are US-based, while a mere four are from Europe.

The Innovation Deficit: A Critical Question

This widening economic gap stems from superior efficiency gains in the US, fueled by breakthroughs and better use of resources. The landscape of world technology leadership is overwhelmingly US-centric. Over the past fifty years, 241 US firms have scaled into companies valued at more than ten billion dollars, compared with just 14 in the European continent.

This gap raises a vital question: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, where does Europe positioned? Experts widely agree it is essentially a two-horse race between the United States and China, with European nations starting at a clear handicap.

Underlying Factors of Europe's Technological Lag

A number of major reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and more dynamic system for funding startups. The EU still lacks a true capital markets union, which limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A US startup can introduce a service under a single regulatory framework to access a consumer base of over 330 million. The EU, despite a bigger population, is divided among 27 different national regimes, creating huge market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

In spite of these challenges, one can find causes for optimism. European leaders are growing more conscious of the existential challenge and have begun to propose substantial change. Notable analyses on European competitiveness and the internal market highlight the necessity of major reforms.

Given appropriate policies and rule changes, these assets could support much higher levels of business-led breakthroughs.

Europe retains considerable strengths: skilled workforce, top-tier education systems, and world-class research institutions. Alongside a large internal market and high savings rates, these elements could unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in developing cutting-edge technologies, it can still dramatically boost economic output by adopting and adapting innovations from elsewhere.

A Critical Juncture

The European Union now faces a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. But, without bold steps to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
